Jessica has three years of Homeland Security and Emergency Preparedness experience at the local, state, federal and private levels. She has experience in stakeholder engagement, grants management, continuity of operations planning, debris management planning, and other emergency management planning activities. Jessica is a graduate of Virginia Commonwealth University with 2 Bachelor of Arts degrees in Homeland Security and Emergency Preparedness and Political Science. In Jessica’s previous role, she assisted with the development and implementation of the 2022-2026 FEMA Strategic Plan.
